The Department of Transport Management has updated the Transport Management Procedures Directive, 2060, to simplify vehicle administration. Owners no longer need to visit transport offices in person for new registrations or ownership transfers.
Key changes include:
- Dealer Inspections: Vehicle checks performed by authorized dealers are now accepted as final. Owners do not need to bring their vehicles to the transport office for a second inspection.
- Proxy Transfers: Buyers can now authorize a representative to handle registration and transfer tasks. The representative must present their own original ID, the buyer’s original ID, and a photograph of the buyer.
- Insurance: Owners are no longer required to appear in person to purchase or renew vehicle insurance.
- Biometric Access: The department will provide technical access to dealers and distributors to capture biometric data directly, streamlining the transfer process.
The Ministry of Physical Infrastructure Development is responsible for these amendments. The Department of Transport Management will first issue a notice confirming that the necessary technical arrangements have been made in the Vehicle Registration System (VRS). Once this is done, vehicle sellers, distributors, and companies can establish the required infrastructure to connect to the system and request technical access from the relevant transport office. Technical access will be provided through a single-window system, enabling authorized sellers or companies to collect buyers' biometric details.
These updates aim to reduce bureaucratic friction and eliminate the need for repeated office visits. The new provisions are now in effect.
