The Ministry of Industry, Tourism, Labor and Transport of Bagmati Province has issued a directive to register motorcycles and scooters as public transport vehicles. This decision, finalized on Asar 32, 2083, allows two-wheelers to operate with black number plates.
The Transport Management Office for Motorcycles in Gurjudhara, Kathmandu, has received instructions to implement this change. Under the new rules, two-wheelers will follow requirements similar to metered taxis.
Key requirements for these vehicles include:
- Issuance of route permits.
- Mandatory vehicle fitness and emission testing.
- Provision of passenger insurance.
This policy applies to privately registered motorcycles and scooters currently using red number plates. The move aims to bring ride-sharing services under a formal regulatory framework within the province. While the federal government has restricted new public transport registrations in the Kathmandu Valley to manage traffic, this provincial directive creates a distinct approach for two-wheeled transport.
